Soil Removal Actions Atlas Missile Sites 9, 11, and 13
Project Description:
RMC conducted a Soil Removal Action at three former Atlas Missile Sites located in Weld and Laramie Counties, Colorado. Soil Removal Actions (RAs) were performed at Atlas E Missile Sites 9, 11, and 13. The RAs were performed to remove polychlorinated biphenyl (PCB) contaminated soils from the former missile sites, as well as chromium contaminated soils from Site 9.
Missile Sites 9, 11, and 13 are three of nine Atlas E missile sites formerly operated by the Air Force as part of the 549th Strategic Missile Squadron at F.E. Warren Air Force Base (AFB). Site 9 consists of 245.6 acres situated approximately three miles southeast of Hereford in Weld County, Colorado. Site 11 consists of 263.39 acres located approximately 13 miles northeast of Nunn in Weld County, Colorado. Site 13 consists of 267.30 acres situated 13 miles northwest of Fort Collins in Larimer County, Colorado.
In accordance with the US Army Corps of Engineers (USACE) Scope of Work, Site Safety and Health Plan, and Work Plan all project objectives were achieved. Work tasks commenced on May 24, 2006 and concluded on June 20, 2006. Project achievements included:
- Preparing a complete draft and final Work Plan, Site Safety and Health Plan, Field Sampling Plan, and Quality Assurance Plan for USACE review and approval prior to implementing field actions.
- Preparation of community involvement fact sheets and subsequent public notifications.
- Worked in close coordination with all property owners to ensure work was being accomplished satisfactorily.
- Excavation and disposal of PCB and chromium impacted soils from two drainage swales at Site 9. A minimum quantity of 160 cubic yards (C.Y) of PCB contaminated soils and 17 C.Y. of chromium contaminated soils were removed from the site.
- Excavation and disposal of PCB contaminated soils from Area A and Area B drainage swales at Site 11. A minimum quantity of 240 C.Y. of soil was removed from the site.
- Excavation and disposal of PCB contaminated soils from the drainage swale at Site 13. A minimum quantity of 40 C.Y. of soil was removed from the site.
- Confirmation soil sampling of base and perimeters of all excavations to ensure adequate removal of all impacted soils.
- Off-site disposal of all impacted soils at a Subtitle D landfill.
- Backfill, compaction, and seeding of all excavation areas at the three sites to match pre-existing surface conditions.
- Preparing a complete draft and final report for approval by USACE for review and approval.
Based upon achievement of project objectives, RMC recommended no further action at Missile Site 9, and continued assessment of groundwater conditions at Missile Sites 11 and 13.
